About the Phrygian Dominant scale

The fifth mode of harmonic minor. It is also called Spanish Phrygian, and in Jewish music it is the Ahava Rabbah mode, also known as Freygish.

What makes it sound the way it does

It's Phrygian with a major 3rd. The gap from the ♭2 to the 3rd is three half steps, and the root chord is major.
